# Routing Is Least Learnable Where It Is Most Valuable: Bounds on Representation Routing for Web Agents

Measures the complementarity, cost and rerun variability of six browser observation modes on WebArena and VisualWebArena. Its routing experiments distinguish an oracle cost opportunity from policies that fail to robustly outperform a fixed observation mode.
